Now vs if chaptered
Now: 18–25 applicants use ordinary 2C:58-3 disabilities. If chaptered: a DHS 'significant danger' screen becomes a precondition and a denial predicate. Confirm chaptering and the actual screening criteria before advising.
Defender utility
New Jersey defenders and 18–25 clients: this is not current law. If it chapters, denials rest on a DHS/AG screening finding, not a conviction — treat as an age-plus-ERPO challenge vehicle the bank already serves. Demand the live 2C:58-3 criteria on the application date; a screening bill is not a possessory crime unless a later count is pled. Distinct from the 21-floor cards (S 1654 / A 1481).
Who this is for. NJ PDs and 18–25 permit applicants — pending screening gate, not present law; not a California charge.
